In the period 2003-2013 the European Commission used the Marco Polo programme as an instrument to improve environmental performance of the freight transport services at the EU level. The main objective of this programme was to improve the environmental performance of freight transport, to reduce road congestion and to enhance intermodal transport.
A new funding scheme for freight transport services is foreseen in the 2014-2020 financing period. Its design will take account of new developments in the market, results of the Marco Polo programme and the new transport policy framework established inter alia by the revised Trans-European Transport Network Guidelines and the Connecting Europe Facility. In this context, the scheme will contribute in particular to the deployment of innovative and sustainable freight transport services operating on the multimodal TEN-T network.
